Stiff Arming is illegal and is a Personal Foul.  There will be inadvertent contact, however, the official will make the ruling as to what is allowed and what is inappropriate.

Legal Catch: One foot must be in bounds for a legal catch. The receiver is only down by being deflagged or one-hand touched if the flag inadvertently falls off.
